About Us:

The S.A.L.T. Foundation Organization is a pioneer in Job Order Contracting (JOC) and has utilized JOC for our client’s benefit since the late 80s. In 1992 The S.A.L.T. Foundation Organization won the first Job Order Contract for an educational facility in Texas – Texas A&M University, College Station. Job Order Contracting (JOC) is a competitively bid, multi-year contract to perform minor construction and renovation projects on an indefinite delivery, indefinite quantity basis. As the Job Order Contractor, The S.A.L.T. Foundation Organization will act as an on-call general contractor to complete a variety of small to mid-sized projects, utilizing a unit price book, under one contract. Job Order Contracting is perfect for procuring small to mid-sized renovations or ongoing projects for extensive facilities. It is beneficial for projects that need to be addressed quickly as it offers joint scoping and eliminates multiple bid processes, saving time and money.

Our Job Order Contracting Program Providers are selected based on proven qualifications and performance. They are qualified with substantial construction experience and knowledge. They are willing to work in total public transparency, be 100% accountable and work in partnership with their clients as good stewards of the taxpayer’s money. They are constantly providing a “best value approach” with emphasis on an open book policy, team-spirited assemblies, team budget, job costs assemblies, and JOC building committee oversight. The S.A.L.T. Foundation organization is the Cameron County JOC. Program Provider is an “on-call 24/7” construction service from concept to closeout that dovetails easily with the current County Facilities Operations.

The principal mission of the S.A.L.T. Foundation is to develop, manage and maintain at least 30% of our senior citizen active community's population, and occupancy of those with a minimum fixed income of Social Security only can afford to live their lives with dignity and respect. All life services and lifestyles within the S.A.L.T Foundation Community are and always will be affordable with operation budgets based of fix income of the community.
